Sikkim has been officially declared as India’s fifth fully literate state under the ULLAS (Understanding of Lifelong Learning for All in Society) initiative, marking a significant achievement in the country’s education sector. The announcement was made during the Sikkim University convocation ceremony in Gangtok, in the presence of President Droupadi Murmu and state leadership. The declaration highlights Sikkim’s success in achieving a literacy rate of nearly 99.8%, surpassing the benchmark required under the national literacy mission.
The ULLAS initiative, also known as the New India Literacy Programme, was launched by the Ministry of Education in 2022 in alignment with NEP 2020. The programme focuses on adult education (15+ age group), foundational literacy, numeracy, and lifelong learning skills. It follows a volunteer-driven model where teachers, students, and community members contribute to educating non-literate citizens. Sikkim’s achievement demonstrates the effectiveness of this inclusive, community-based learning model.
Sikkim implemented large-scale surveys to identify non-literate adults across its districts. Through structured teaching modules and assessment-based certification, thousands of learners were made literate. The campaign included volunteer teachers, local educators, and student participation, ensuring coverage even in remote Himalayan regions. The successful implementation reflects strong coordination between state administration and grassroots education networks.
With this recognition, Sikkim joins states such as Mizoram, Goa, Tripura, and Himachal Pradesh, which have also achieved full literacy under ULLAS. This marks a growing national movement towards achieving universal adult literacy in India by 2027, a key objective of NEP 2020.
Sikkim’s declaration as a fully literate state is highly important for competitive examinations as it is directly linked to government schemes, education policy, and current affairs. Questions can be expected in UPSC, SSC, Banking, Railways, and State PCS exams related to the ULLAS initiative, literacy targets, and NEP 2020 objectives.
This milestone reflects India’s progress in achieving Sustainable Development Goal 4 (Quality Education). It also demonstrates how community participation and volunteer-driven education models can transform adult literacy rates. Aspirants must understand this as part of India’s broader social empowerment and human development strategy.
The success of Sikkim strengthens the credibility of national literacy programmes and may influence future policies focused on digital literacy, financial literacy, and lifelong learning frameworks across India.
