class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>In a significant move aimed at reshaping India\u2019s urban infrastructure landscape, the <strong>Union Cabinet<\/strong>, chaired by <strong>Prime Minister Narendra Modi<\/strong>, approved the launch of the <strong>Urban Challenge Fund (UCF)<\/strong> \u2014 a major financing initiative with a total Central Assistance of <strong>\u20b91 lakh crore<\/strong>. This decision was taken to catalyse the creation of modern, resilient, and market\u2011driven urban projects across the country.<\/p>\n\n\n\n<p>The Urban Challenge Fund is designed to <strong>mobilise nearly \u20b94 lakh crore<\/strong> in total investments over the next five years for urban development activities \u2014 from water, sanitation and mobility to economic growth corridors in cities. Unlike traditional grant\u2011based schemes, UCF mandates that <strong>at least 50% of the total project cost must be sourced from market\u2011based financing<\/strong>, including municipal bonds, bank loans, and public\u2011private partnerships (PPPs).<\/p>\n\n\n\n<p>Under this new framework, the Central Government will provide <strong>25% of the project cost as catalytic support<\/strong>, while states, Union Territories, and Urban Local Bodies (ULBs) are expected to contribute the remaining share alongside the market finance portion. Projects will be selected through a <strong>competitive challenge\u2011mode process<\/strong>, prioritising high\u2011impact, reform\u2011oriented proposals that improve urban governance and service delivery.<\/p>\n\n\n\n<p>Moreover, a dedicated <strong>\u20b95,000 crore credit enhancement corpus<\/strong> and a <strong>Credit Repayment Guarantee Scheme<\/strong> have been established to help smaller cities, particularly tier\u2011II and tier\u2011III urban local bodies, access credit markets for the first time. This provision aims to improve the creditworthiness of thousands of cities, encouraging long\u2011term investment and sustainable development.<\/p>\n\n\n\n<p>The UCF will operate from <strong>FY 2025\u201126 to FY 2030\u201131<\/strong>, with the possibility of extension up to 2033\u201134, aligning with the Government\u2019s vision of creating <strong>productive, inclusive and
