formation. The act\u2019s notification marks a significant policy shift aimed at empowering tribal communities in Jharkhand by strengthening grassroots governance through <strong>Gram Sabhas<\/strong> and recognising tribal autonomy in Fifth Schedule areas.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_is_the_PESA_Act_and_Its_Core_Objective\"><\/span><strong>What is the PESA Act and Its Core Objective<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The PESA Act was enacted in 1996 to extend the provisions of the Panchayati Raj system to Scheduled Areas, which are predominantly inhabited by tribal communities.
