PMMSY Scheme: Union Minister Calls for Push to Boost Inland Fisheries

PMMSY scheme receives renewed push from Union Minister to modernize inland fisheries, boost fish production to 22 million tonnes by 2025, and support rural livelihoods.

Driving National Synergy for Fisheries Growth

Union Minister Rajiv Ranjan Singh emphasized the need for united national efforts under the Pradhan Mantri Matsya Sampada Yojana (PMMSY) at the Inland Fisheries & Aquaculture Meet 2025 in Indore. On June 13, he urged all stakeholders—from central and state governments to fisheries cooperatives and MSMEs—to collaborate in boosting inland fisheries and aquaculture. The Minister highlighted that approximately 70% of India’s fish production originates from inland states and called for technical consultations to enhance productivity and modernize the sector through innovation and technology

Foundation Stones for Rs. 52 Crore Projects

During the event, Mr. Singh laid the foundation stone and inaugurated projects worth ₹52 crore under PMMSY, spanning seven inland states and Union Territories. These include a reservoir fisheries cluster at Halali Dam and multiple infrastructure initiatives focusing on cold chains, aqua inputs, and technical support. Such projects aim to increase fish production, reduce post-harvest losses, and uplift fisher livelihoods in rural areas

Blue Revolution 2.0 – Strengthening India’s Fisheries Output

PMMSY, launched in 2020, seeks to usher in Blue Revolution 2.0 by modernizing infrastructure, doubling fish farmer incomes, and minimizing post-harvest wastage. The scheme targets elevating fish production to 22 million tonnes by 2025, bolstering exports, and generating employment and entrepreneurial opportunities—especially in underserved communities like fisherwomen and youth

MSME & Technology Integration

The Minister underscored opportunities for MSMEs, startups, and tech-driven firms in fisheries and aquaculture. Through digital traceability, e-commerce platforms, biofloc systems, and ornamental fisheries, PMMSY promotes a cluster-based approach. Incentives, credit support, and technology adoption are expected to enhance market access and entrepreneurship

Sustainable and Inclusive Fisheries Future

Aligning with national goals for 2047, PMMSY aims to ensure sustainable growth while protecting ecosystems. The Minister called for responsible use of technology to boost production without ecological damage and stressed stakeholder collaboration for regular progress monitoring and environmental compliance .

Historical Context

Evolution & Foundation of PMMSY

Pradhan Mantri Matsya Sampada Yojana was launched on 10 September 2020 as India’s flagship scheme to modernize fisheries, following Blue Revolution successes since the 2010s .

Focus on Infrastructure & Ecosystem Development

Historically, despite India’s global rank as the second-largest fish producer, fragmented infrastructure and high post-harvest losses limited growth. PMMSY marks a strategic shift, focusing on cold chains, input support, traceability, and credit—overcoming long-standing bottlenecks.

Inclusive Rural and Technological Shift

Since inception, PMMSY has prioritized marginalized groups—fisherwomen, youth, and MSMEs. Inclusion of digital platforms and biofloc technology reflects India’s shift towards modern, traceable, and technology-driven fisheries, as urged by the Minister in his recent address
