On May 14, 2025, the Union Cabinet of India approved the establishment of a semiconductor manufacturing facility in Jewar, Uttar Pradesh. This project is a joint venture between HCL Group and Foxconn, with an investment of ₹3,706 crore. It is the sixth such initiative under the India Semiconductor Mission (ISM), aiming to bolster India’s position in the global semiconductor supply chain.
The facility will be situated near Jewar Airport in the Yamuna Expressway Industrial Development Authority (YEIDA) region. It will specialize in Outsourced Semiconductor Assembly and Test (OSAT) operations, focusing on the production of display driver chips essential for mobile phones, laptops, and automobiles. The plant is expected to have a capacity to assemble up to 20,000 wafers per month, translating to an annual output of 36 million units.
This development marks Uttar Pradesh’s first semiconductor manufacturing facility, positioning it as a key player in India’s semiconductor ecosystem. The establishment of this plant aligns with the government’s broader objective to reduce reliance on imported semiconductor components and promote domestic manufacturing capabilities. The project is anticipated to commence commercial production by 2027.
The HCL-Foxconn semiconductor plant is projected to generate approximately 2,000 direct and indirect employment opportunities. Additionally, the facility is expected to stimulate local economies through infrastructure development and ancillary services. This initiative underscores the government’s commitment to fostering high-tech industries and promoting self-reliance in critical technology sectors.
The approval of the HCL-Foxconn semiconductor plant is a significant step toward enhancing India’s domestic semiconductor manufacturing capabilities. By establishing this facility, India aims to reduce its dependence on imported semiconductor components, thereby strengthening its position in the global semiconductor supply chain.
This project aligns with the government’s vision of achieving technological self-reliance. By fostering domestic production of critical components like display driver chips, India is taking proactive measures to ensure security and sustainability in its technology infrastructure.
The establishment of the semiconductor plant is expected to generate significant employment opportunities, both directly and indirectly. This will contribute to economic growth in the region, particularly in Uttar Pradesh, and support the development of a skilled workforce in the semiconductor industry.
Located near the Jewar Airport, the plant’s proximity to key infrastructure will facilitate efficient logistics and supply chain operations. This strategic positioning is expected to enhance the competitiveness of the facility and attract further investments in the region.
This initiative is part of the India Semiconductor Mission, which aims to establish a robust semiconductor manufacturing ecosystem in the country. The approval of this plant reflects the government’s commitment to achieving the objectives outlined in the mission and positioning India as a global hub for semiconductor production.
India has historically been dependent on imports for its semiconductor requirements. The government’s recognition of the strategic importance of semiconductors has led to the formulation of the India Semiconductor Mission, aiming to establish a comprehensive semiconductor manufacturing ecosystem within the country.
Prior to this development, several initiatives were undertaken to boost semiconductor manufacturing in India. However, challenges such as high costs, regulatory hurdles, and global supply chain disruptions impeded progress. The establishment of the HCL-Foxconn plant represents a concerted effort to overcome these challenges and establish a sustainable semiconductor manufacturing base in India.
